Mexican marines?have captured?Mario Cardenas Guillen,?"El Gordo," the leader of the country's Gulf Cartel, Mexico's attorney general told Telemundo.

Cardenas, along with Eduardo Costilla, "El Cos," controlled the criminal organization, Telemundo reported. Cardenas?is the brother of Osiel Cardenas Guillen, the?Gulf Cartel leader?arrested in 2003 and extradited to the United States in 2007.


Mario Cardenas?will have his first court appearance Wednesday afternoon, Telemundo said.

Cardenas'?is?one of the highest-profile arrests in months in President Felipe Calderon's war on drug gangs, a senior Mexican navy?source told Reuters on Tuesday.

Wearing a blue flak jacket and flip-flops and flanked by two masked marines wielding semiautomatic rifles, the balding Cardenas, also called "Fatso,"?stood impassively, looking up occasionally, as officials in Mexico City read out details of the operation to capture him.

An official said he was caught with weapons, ammunition, around $10,000 worth of pesos in cash, and four small envelopes containing a white powder that appeared to be cocaine.

"The capture was carried out following an infantry operation yesterday in Altamira, Tamaulipas, as (Cardenas) brandished a large weapon in the entrance of a building," Navy spokesman Vice Admiral Jose Luis Vergarathe said.

Cardenas, who has run the cartel since his brother, former leader Antonio Cardenas or "Tony Tormenta," was killed in a 2010 gunfight with the Mexican government, was captured in the northeastern state of Tamaulipas on Monday, the source told Reuters.

The Gulf Cartel's power has waned in recent years in a feud with Mexico's most brutal gang, the Zetas, which began life providing protection to the Gulf Cartel's operations in northeastern Mexico.

Cardenas was arrested and convicted on organized crime charges in 1995. He was first incarcerated in a prison in the city of Matamoros, across the U.S.-Mexico border from Brownsville, Texas, where he was caught organizing large shipments of cocaine and marijuana from inside the prison walls.

In 2003, he was transferred to the Puente Grande prison in western Mexico, the same facility where Joaquin "Shorty" Guzman, head of the Sinaloa cartel and Mexico's most wanted man, escaped in a laundry cart in 2001.

Osiel Cardenas was sentenced in 2010?to 25 years in prison during a highly secretive hearing?closed to the public to protect the lives of everyone involved, The New York Times reported at the time. The Gulf Cartel controlled?much of the cocaine traffic across the border in South Texas, and Osiel Cardenas?agreed to cooperate with the federal government, according to a hearing?transcript.

During Calderon's six-year offensive against cartels, there have been more than 55,000 drug-related killings. More than 3,000 police and soldiers have died, although many were involved with the gangs.

UN chief: Both sides in Syria violating rights

UNITED NATIONS (AP) ? U.N. Secretary-General Ban Ki-moon accused both the Syrian government and the opposition Tuesday of large-scale human rights violations, including torturing and reportedly executing prisoners and failing to protect civilians fleeing the war-ravaged country in record numbers.

In an address to the U.N. General Assembly, Ban demanded that those responsible for violating international humanitarian and human rights laws be held accountable.

The U.N. chief went before the 193-nation world body to report on an intensifying conflict that he said has taken "a particularly brutal turn." He warned that "the entire region is being engulfed by the complex dynamics of the conflict."

Activists say the civil war has claimed between 23,000 and 26,000 lives.

The U.N. refugee agency said Tuesday that more than 100,000 Syrians fled their country in August, the highest monthly total since the crisis began in March 2011. A total of 234,368 Syrians have fled to neighboring countries in the past 17 months, the agency said.

Ban said more than 2.5 million people inside Syria need assistance, along with those who have fled to Turkey, Jordan, Lebanon and Iraq. He urged donors to come forward, saying the U.N. appeal for $180 million is only half-funded.

The U.N. chief accused Syrian forces of indiscriminately shelling densely populated areas with heavy weapons, tanks and military aircraft and urged both sides ? but especially President Bashar Assad's government ? to end the fighting.

Ban lamented that civilians are bearing the brunt of the violence, saying even people in bread lines have been attacked.

"Prisoners on both sides are subject to harsh treatment and, often, torture," he said. "There have been alarming reports of summary executions on both sides."

He added, "government forces and the armed opposition have clearly failed to protect civilians and respect the rules of international humanitarian law."

The U.N. chief urged the world to unite behind a plan to end the conflict.

Missing in all international initiatives so far, Ban said, "is a unity of effort that will have an impact on the ground."

"How many more will be killed and wounded, their lives shattered, before president Assad and his advisers are persuaded to change course?" Ban asked. "How can we convince armed groups that a better future lies not in fighting, but in building the foundations of a new political and social contract that guarantees freedom and justice?"

Syria's most important allies, Russia and China, have vetoed three Western-backed resolutions in the U.N. Security Council aimed at stepping up pressure on Assad's government to end the conflict by threatening sanctions. As a result, the U.N.'s most powerful body remains paralyzed and unable to address the escalating civil war.

The secretary-general appealed to those providing arms to either side to end the "highly dangerous" escalating military action.

"Those who provide arms to either side are only contributing to further misery ? and the risk of unintended consequences as the fighting intensifies and spreads," he warned.

The General Assembly meeting also provided the first opportunity for U.N. member states to hear from Lakhdar Brahimi, the new U.N.-Arab League special representative to Syria. Brahimi replaced Kofi Annan on Sept. 1.

Ban urged all countries to unite behind Brahimi's mission, which he called "daunting but not insurmountable."

Ban said Brahimi will visit Cairo shortly for talks with Arab League Secretary-General Nabil Elaraby before heading to Damascus "as soon as possible."

In his brief speech to the General Assembly, Brahimi called the support of the international community for his mission "indispensable and very urgent."

"It will only be effective if all pull in the same direction," he said.

Syria's U.N. Ambassador Bashar Ja'afari told the assembly that his government is fully prepared to cooperate with Brahimi "with a view to bringing about the full success of his efforts." He called on all parties with influence on the armed groups to ensure their cooperation with Brahimi.

Elsewhere, the head of the main Syrian opposition group called Tuesday for a massive aid program to rebuild Syria in the event of the fall of the Assad regime and warned that a lack of economic development would open the door to extremism.

Abdelbaset Sieda, the head of the Syrian National Council, told a meeting of Syrian opposition representatives and diplomats in Berlin that a program similar to the post-World War II European reconstruction effort, commonly known as the Marshall Plan, would be needed.

The gathering of a working group on economic rebuilding, which Germany chairs jointly with the United Arab Emirates, was designed to address how to prevent basic services and infrastructure collapsing, and how to revive the economy in a post-Assad Syria.

Unlike neighboring Iraq, Syria lacks vast oil reserves that could kick-start the economy and help finance the reconstruction of infrastructure damaged in the fighting.

The meeting's host, German Foreign Minister Guido Westerwelle, said economic recovery and a successful political transition must go hand in hand, and called on the international community to be ready to provide economic support.

But he said the divided Syrian opposition must urgently unite.

"The people in Syria must see that there is a credible alternative to the regime of Bashar Assad," he said.

"There can be no doubt, the days of the regime are numbered," Westerwelle added. "It has lost all legitimacy to represent the Syrian people, it is crumbling from inside."

Following on from the success of last years telecast, the 26th Annual ARIA Awards will return to the Nine Networks? digital channel GO! for the broadcast of the ceremony and all the red carpet action.

2012 has been a huge year for Australian music ? with Aussie artists spending a combined total of 16 weeks at the top of the ARIA singles Chart and 15 weeks on the ARIA Album Chart. With so many Australian artists with so much to celebrate, this years awards are set to be one of the biggest yet with exciting guest appearances and performances to be announced shortly.

The 2012 ARIA nominees will be revealed on Wednesday October 3 at the Art Gallery of NSW. This years ARIA Awards also see some exciting new developments aimed at further enhancing

this annual celebration of the Australian music industry.

Newly identified stem cell population in skin's epidermis responsible for tissue repair

ScienceDaily (Sep. 3, 2012) ? Researchers at the Universit? Libre de Bruxelles, ULB identify a new stem cell population in the skin epidermis responsible for tissue repair.

The skin, which is an essential barrier that protects our body against the external environment, undergoes constant turnover throughout life to replace dead cells that are constantly sloughed off from the skin surface. During adult life, the number of cells produced must exactly compensate the number of cells lost. Different theories have been proposed to explain how this delicate balance is achieved.

In a new study published in Nature, researchers lead by Pr. C?dric Blanpain, MD/PhD, FNRS/FRS researcher and WELBIO investigator at the IRIBHM, Universit? libre de Bruxelles, Belgium, in collaboration with Pr. Benjamin Simons, University of Cambridge, UK, demonstrate the existence of a new population of stem cells that give rise to progenitor cells that ensure the daily maintenance of the epidermis and demonstrate the major contribution of epidermal stem cells during wound healing.

In this new study, Guilhem Mascr? and colleagues used novel genetic lineage tracing experiments to fluorescently mark two distinct epidermal cell populations, and follow their survival and contribution to the maintenance of the epidermis overtime. Interestingly, in doing so, they uncover the existence of two types of dividing cells. One population of proliferative cells presented a very long term survival potential while the other population is progessively lost overtime. In collaboration with Pr. Benjamin D. Simons, the authors developed a mathematical model of their lineage tracing analysis. The authors proposed that the skin epidermis is hierarchically organized with slow cycling stem cells residing on the top of the cellular hierarchy that give rise to more rapidly cycling progenitor cells that ensure the daily maintenance of the skin epidermis. Analysis of cell proliferation confirms the existence of slow cycling stem cells and gene profiling experiments demonstrate that the stem and the progenitors cells are characterized by distinct gene expression.

Importantly, by assessing the contribution these two populations of cells during wound healing, they found that only stem cells are capable of extensive tissue regeneration and undergo major expansion during this repair process, while the progenitors did not expand significantly, and only provide a short-lived contribution to the wound healing response. As well as resolving the cellular hierarchy of epidermis, this is the first demonstration of a critical role of epidermal SC during wound healing. "It was amazing to see these long trails of cells coming from a single stem cell located at a very long distance from the wound to repair the epidermis" comments C?dric Blanpain, the senior author of this study.

In conclusion, this work demonstrates the existence of slow-cycling stem cells that promote tissue repair and more rapidly cycling progenitors that ensure the daily maintenance of the epidermis. A similar population of slow cycling stem cells that can be rapidly mobilized in case of sudden need has been observed in other tissues, such as the blood, muscle and hair follicle, and the partition between rapidly cycling progenitors and slow cycling stem cells could be relatively conserved across the different tissues. This study may have important implications in regenerative medicine in particular for skin repair in severely burnt patients or in chronic wounds.
