CHARLOTTE, N.C. (AP) ? President Barack Obama lampooned the just-completed Republican National Convention as better-suited to an era of black-and-white TV and " trickle-down, you're on your own" economics Saturday, and declared that Mitt Romney "did not offer a single new idea" to fix the economy.

"There was a lot of talk about hard truths and bold choices, but no one actually told you what they were," Obama said in Iowa, chuckling, as he set out on a three-day tour of battleground states in the run-up to his own convention. Later, Obama said, the Republican gathering was so rooted in the past, there should have been a rabbit-ears antenna on the convention hall.

Yet even the site of Obama's convention, Charlotte, N.C., served as an unwelcome reminder to the Democrats of an economy so weak that it threatens his chances for re-election.

The president carried North Carolina in 2008, but the state's unemployment rate is pegged at 9.6 percent, well higher than the nation's 8.3 percent and tied with next-door South Carolina for fifth from the bottom.

Obama's convention opens Tuesday at the Time Warner Cable arena with evening speeches by first lady Michelle Obama and San Antonio Mayor Julian Castro, the keynote speaker.

The president will be nominated for a new term on Wednesday, when former President Bill Clinton also will speak. Vice President Joe Biden delivers his own acceptance speech the same evening.

Obama's prime-time acceptance speech, to be delivered at the outdoor Bank of America Stadium, caps the convention on Thursday night. Aides predict a capacity crowd will hear the speech at the site, which has a capacity of nearly 74,000 for football.

Democrats are taking their turn in the convention spotlight just days after the Republicans met in Tampa, Fla., to nominate former Massachusetts Gov. Romney for the White House and Wisconsin Rep. Paul Ryan to be vice president.

A parade of speakers in Tampa excoriated Obama's handling of the economy, which is struggling in the weakest recession recovery of the post-World War II era.

The economy has been the top-rated issue in opinion polls all year, and the president is eager to turn the focus onto Romney on that subject.

Republicans "will take us backwards," Obama said, to the age of "trickle-down, you're on your own" economics that begin with tax cuts for the rich but tax increases for the middle class.

The president made a brief detour to foreign policy in his speech.

"Gov. Romney had nothing to say about Afghanistan this week or the plans for the 33,000 troops who will have come home from the war by the end of this month," he said.

The Republican challenger "said ending the war in Iraq was tragic. I said we'd end that war and we did," Obama said.

Romney said late last year, in a veterans roundtable, "The precipitous withdrawal is unfortunate. It's more than unfortunate, I think it's tragic. It puts at risk many of the victories that were hard won by the men and women who served there."

Obama, pointing to successes, declared, "I said we'd take out bin Laden and we did."

His audience cheered the mention of the demise of the architect of the Sept. 11, 2001, terrorist attacks, who was killed in his hideout in Pakistan by U.S. Navy SEALs last year. Obama ordered the raid, and even Republicans credit him for the decision.

Romney campaigned in Ohio during the day ? the opening of the college football season ? and proclaimed it was time the country had a winning season after years of a sluggish economy and high unemployment.

Referring to the number of jobless in the country, Romney told his own cheering crowd, "If you have a coach that's zero and 23 million, you say it's time to get a new coach."

He also pledged to cut the federal deficit and "get us on track for a balanced budget."

Yet Romney has yet to produce a budget for public inspection. Nor did he mention that, as chairman of the House Budget Committee, Ryan wrote a plan projecting the deficit would decline each year from 2013 through 2017 but then begin an inexorable rise again. Additionally, the federal debt is projected to rise each year, from a current level of nearly $16 trillion to an estimated $25 trillion at the end of 2022.

Obama made Iowa his first stop on what his campaign billed as "The Road to Charlotte."

Obama spoke in Urbandale, outside Des Moines, on a sprawling 500-acre property. With barns, American flags and Obama banners all around, the late summer scene offered him the quintessential heartland backdrop. He later spoke at a rally in Sioux City.

He told the crowd Iowa was first on his schedule "because it was you, Iowa, who kept us going when the pundits were writing us off."

There was another reason, as well.

Polls make the state one of eight or so battlegrounds where the election is most likely to be decided. The president carried Iowa in 2008, and in an indication of the struggle he now faces, he has been lavishing time on it in recent weeks. He spent three days in August on a bus tour that traversed the state from west to east.

Following two stops in Iowa, Obama was flying to Colorado for a Sunday appearance before college students at the University of Colorado.

Obama's schedule for Monday includes an appearance in Toledo, Ohio, yet another battleground state, before a trip to Louisiana to inspect damage from Hurricane Isaac.

Romney visited Louisiana on Friday.

Television ratings for the final night of the Republican convention were lower than four years ago. The Nielsen Co. said an estimated 30.3 million viewers watched Thursday night's coverage of Romney's acceptance speech. That was down by one-fourth from 2008, when John McCain spoke on the final night of the Republican gathering in St. Paul., Minn.

Romney joins Obama in taking text message donations

WASHINGTON (Reuters) - Small donors may find themselves in higher demand in the last few weeks of the U.S. presidential election - so far marked by the pursuit of big checks - as both campaigns are now asking for donations through a new venue: text messages.

The campaign of U.S. Republican presidential nominee Mitt Romney on Friday said it would begin accepting donations by text this week, rivaling a similar program launched by Democratic President Barack Obama's team last week.

With the successful spontaneous use of texts in fundraising for disaster relief and other charity causes, texted political donations could be a lucrative resource in the run-up to the November 6 election.

Thanks to their small size, campaign finance reform advocates and fundraisers have touted text donations as a way to empower small donors in the era of six-figure donations to unlimited-spending outside groups fueling what is likely to be the most expensive U.S. election ever.

"We recognize that people lead busy lives ... This technology gives our incredible supporters the ability to make a donation in seconds - not minutes - with a text message," said Zac Moffatt, Romney campaign's digital director.

Text donations, as they were first approved in early June, can be made anonymously but have to be capped at $50 per month and $200 in total for one candidate or campaign.

Donations are prohibited from foreigners, people under 18 or corporations, which could also mean corporate phone accounts.

Already most U.S. phone companies support the plan: Verizon Wireless, Sprint Nextel Corp, U.S. Cellular and T-Mobile USA, a unit of Deutsche Telekom AG.

AT&T Inc, the second-largest U.S. carrier after Verizon, is still working out its contract agreements.

PHONE COMPANY'S CONCERNS

The new fundraising venue comes after a series of rulings by the Federal Election Commission that relieved phone companies of responsibility for possible fraudulent or excessive donations.

The process of political giving by text would be similar to giving to charity: A donor would send a short message to a text code, confirm intention and eligibility, and later pay for the donation as part of the monthly cell phone bill.

But political donations are treated similarly to non-charitable transactions, such as purchases of ring tones, meaning that carriers and aggregators processing the payment take a cut that typically ranges from 30 percent to 50 percent of the donated cash.

AT&T is proposing to set up a special offer with much lower fee rates for political donations and has asked the FEC to approve to the plan. AT&T is concerned that without a new FEC vote on the issue, such a discount program could qualify as an illegal donation from the company itself.

For text political contributions, supporters of either candidate can expect to see solicitations from campaigns in ads, pamphlets and at rallies, asking to text GIVE to 37377 for Romney or 62262 (spells "OBAMA") for Obama.

Next week's Democratic National Convention in Charlotte, North Carolina will put the new fundraising scheme to a first real-time, large-scale test during this highly-televised event.

The Republican National Convention in Tampa, Florida ended Thursday night.

Romney and the Republican Party have outraised Obama and the Democrats for three months in a row through July, when Romney raised $101 million for his campaign and Republicans while Obama and the Democrats hauled in $75 million.

But grassroots fundraising has been Obama's advantage as he has been raising about half of his cash from small checks. Obama's small-donor prowess helped his campaign set fundraising records and win the 2008 election.

The United States has more than 330 million wireless service subscribers. Almost nine in 10 U.S. adults have at least one cell phone line and about three-quarters of those use text messaging, according to the Pew Research Center's Internet & American Life Project.

Pentagon weighing options against ex-SEAL author

WASHINGTON (AP) ? The Pentagon is considering legal action against a former Navy SEAL whose book describes insider details of the raid that killed Osama bin Laden, but it has not made a final judgment on whether the book actually reveals secrets, a spokesman said Friday.

Pentagon press secretary George Little said the author, Matt Bissonnette, was deemed to be in violation of two nondisclosure agreements that he signed in 2007 by failing to submit the book for an official security review before it was published. Bissonnette's lawyer disputed this Friday, saying he believes the decorated former SEAL has "earned the right to tell his story."

Little would not say what legal options the Pentagon is considering or when it might take action.

"I write to formally advise you of your material breach and violation of your agreements, and to inform you that the department is considering pursuing against you, and all those acting in concert with you, all remedies legally available to us in light of this situation," Jeh Johnson, the Pentagon's top lawyer, wrote in a letter faxed to the author Thursday through his publisher.

In response, Robert D. Luskin of the law firm Patton Boggs wrote to Johnson on Friday that his firm is representing Bissonnette and asserting that he is not in breach of his nondisclosure agreements.

Luskin, who represented White House aide Karl Rove in the leak of CIA agent Valerie Plame's identity in the Bush administration, said the author had "sought legal advice about his responsibilities before agreeing to publish his book and scrupulously reviewed the work to ensure that it did not disclose any material that would breach his agreements or put his former comrades at risk. He remains confident that he has faithfully fulfilled his duty."

Little suggested that if Bissonnette were to stop the book's official release, scheduled for next week, that might be a remedy. Some advance copies have been circulating, and the Pentagon obtained one last week. It has since been reviewing it for any classified information and to determine what, if any, legal action should be taken, Little said.

"The onus is on the author," Little said, while declining to spell out what the author must do.

But the publisher was firm on Friday.

"At this time, we see no reason to change our plans," Dutton spokesperson Christine Ball.

It was highly unlikely that the government would try to halt publication of the book itself, considering the book is already in the public domain and media reports have summarized its contents.

The Justice Department could go after the profits of the book in a civil proceeding. Department spokesman Dean Boyd declined any comment on the book Friday.

Retired CIA agent Frank Snepp published a book about his CIA activities in South Vietnam without submitting it to the agency for prepublication review. The government sued to collect all profits and the court ruled in the government's favor. The government did not contend that Snepp's book contained any classified material.

In its 6-3 ruling in 1980, the Supreme Court said "undisputed evidence in this case shows that a CIA agent's violation of his obligation to submit writings about the agency for prepublication review impairs the CIA's ability to perform its statutory duties."

If the Pentagon determines the Bin Laden book does disclose secrets, that would open the possibility of bringing federal criminal charges against Bissonnette. The potential charges and penalties would depend largely on what type of secrets were disclosed.

Little declined to describe the Pentagon's assessment of the contents of the book, but he later said it had not reached "any final conclusions" about whether secrets were revealed.

The Pentagon's position was presented by Johnson in a letter transmitted to the author through his New York publisher, Penguin Group (USA)'s Dutton imprint.

Johnson said Bissonnette's nondisclosure agreements obliged him to "never divulge" classified information.

"This commitment remains in force even after you left the active duty Navy," Johnson wrote. He said the author left active duty "on or about April 20, 2012," which was nearly one year after the May 2011 raid.

By signing the agreements, Bissonnette acknowledged his awareness, Johnson wrote, that "disclosure of classified information constitutes a violation of federal criminal law." He said it also obliged the author to submit his manuscript for a security review by the government before it was published. The Pentagon has said the manuscript was not submitted for review, although it obtained a copy last week. The Associated Press purchased one on Tuesday.

The Pentagon has not revealed how it got its copy.

Johnson said that after reviewing a copy of the book, "No Easy Day," the Pentagon concluded that the author is in "material breach and violation" of the agreements, but did not say explicitly that the book reveals secrets.

Rep. Peter King, chairman of the House Homeland Security Committee, said in a statement Thursday that all who are entrusted with classified information are obliged to protect it.

"Whether it is administration officials or special forces operators, national security leaks are wrong and should be prosecuted to the fullest extent possible," King said.

A special operations advocacy group, Special Operations-OPSEC, which has criticized President Barack Obama for alleged White House leaks and for making the bin Laden raid a national security centerpiece of his re-election campaign, said the author should be held to the same standard as others in protecting secrets.

"However, the Obama administration is applying a dishonorable double standard with a lightning quick threat to prosecute a five-time winner of the Bronze Star while dragging its feet in identifying and charging senior administration officials who have purposefully leaked classified information," the president of the group, Scott Taylor, said Friday.

Taylor's group on Monday called on the Justice Department to block the book's publication and distribution until it can be given a "proper review" by government authorities.

Johnson addressed his letter to Mr. "Mark Owen," using quotation marks to signify that this is the author's pseudonym.

The Pentagon did not release copies of the nondisclosure agreements that it said Bissonnette had signed in 2007. A spokesman, Army Lt. Col. Steve Warren, said they were being withheld because they include the author's real name and his signature.

In his book, Bissonnette wrote that the SEALs spotted bin Laden at the top of a darkened hallway and shot him in the head even though they could not tell whether he was armed. Administration officials have described the SEALs shooting bin Laden only after he ducked back into a bedroom because they assumed he might be reaching for a weapon.

Meatball-loving bear to be sent to Colorado sanctuary

In the end, a hungry bear simply could not resist a little bacon and honey.

Back from the Angeles National Forest for a third round of visiting, the 400-pound black bear who has captivated Angelenos since March was roaming the 5000 block of Ocean View Boulevard in La Ca?ada Flintridge around 4 a.m. Wednesday when he sniffed the sweet smell of breakfast.

Glen Bearian, as he became affectionately known on Twitter, had previously consumed meatballs, oranges and anything else left in trash bins. True to form, he followed his nose straight into a culvert trap, according to officials with the California Department of Fish and Game. The trap snapped shut and was hitched to a truck.

Hours later, the animal also known as Meatball wandered out of the trap and into a quarantine cage in the town of Alpine, near the Cleveland National Forest, miles and miles from the place he had come to call home. As early as next week, he'll be in a new home at the Wild Animal Sanctuary in Colorado.

"He's crying a little bit," said Bobbi Brink, founder and director of Lions Tigers & Bears in Alpine, late Wednesday afternoon. "He's looking around, and trying to figure out, 'What the heck?'"

So ends one chapter in the saga that has unfolded in pieces on television, Twitter and YouTube.

Word of a large black bear having broken into a residential garage in La Crescenta in March quickly captured the public's attention. Bears are spotted routinely in the area, but this one had managed to open a refrigerator and munch on Costco meatballs.

"It's a huge relief," said Sarah Aujero, 29, who started the Twitter handle @TheGlendaleBear and named him Glen Bearian. "He needs a place where he ? can have all the food and facilities for him to have a happy life."

Over time, Glen Bearian gained more than 28,000 Twitter followers as the real bear made multiple return visits to the area. He swam in pools and slept in a tree, forcing wildlife officials to tranquilize and move him ? twice in a matter of months ? deep into the Angeles National Forest.

Each time, Glen Bearian came back, apparently still hungry and hot.

La Crescenta resident Lisa Dupuy, 51, got some of the most recent up-close views of the bear Tuesday morning.

"I went to go answer the phone, I looked out the window, and he was standing there, 5 feet away," she said. "It was like an apparition. Our gazes locked for a minute."

Then she slid a few windows shut, and the bear wandered into her frontyard and across the street. When she heard the news of the bear's capture Wednesday, she expressed relief for both herself and the animal.

"I was afraid to go out in the yard yesterday, I really was," Dupuy said. "But I feel like I kind of know the bear now. We were looking at each other, and I want him to be safe."

The bear had visited the area multiple times over the last week, said Andrew Hughan, a Fish and Game spokesman. After consulting with a wildlife biologist, officials decided to set a trap in the La Ca?ada Flintridge area late Tuesday.

A warden arrived by 7 a.m., and by 2 p.m. Glen Bearian was lapping up water in Alpine, east of San Diego.

Brink said her facility will serve as a temporary home until the bear can be taken to the sanctuary northeast of Denver ? probably sometime next week. Until then, he'll stay in a 15-by-20-foot quarantine cage.

Pat Craig, executive director of the sanctuary, said what awaits is a 720-acre habitat where more than 80 bears roam free and that has underground dens for hibernating. Craig, who has been following the bear, noted that they sometimes do get food donations that can include meatballs and lasagna.

"The great thing is that bears, they get incredible food here. And that's the No. 1 thing bears live for," Craig said. "It's actually kind of like the Club Med for bears."

Aujero, who has been fundraising for the move by selling T-shirts and buttons online, said Glen Bearian will keep tweeting even after he goes out of state.

"The point of this whole thing was for the bear not to die and to be safe," she said. "This isn't going to be the end of bears and wildlife, but this bear was truly special."
